It should be given 15V, as noted in the "PD15V" label on the bottom right of this for example:

I believe this is also indicated in the various spec sheets floating around, but we can be sure to make that more prominent if it's hard to see anywhere.
I don't recall the precise power consumption, but I believe it averages around 5W. Any standards-compliant 15V power supply will provide enough amperage to run the One.
