Well, it's by design.

Please have a look at https://forum.lede-project.org/t/rebuilding-images-from-the-buildroot-without-packaging-the-image-generator/161.

You can remove packages from the images using the additional packages submenu. Adding -wpad-mini (note the minus for remove) to the additional packages should do the job.

Please report back if the issue is fixed for you by doing it the outlined way.
