[FS#279] per-device rootfs forces wpad-mini

Details - On mvebu build, have not tried on any other target.

Selecting menu item:

  Use a per-device root filesystem that adds profile packages

 forces wpad-mini as either {*} or {M}, and I am unable to override to select wpad (full) in any manner that I could find.

If I leave wpad-mini as {M} and wpad (full) as , the build will fail as each of those two packages tries to include other(but same) packages. For some reason the wpad-mini is being forced into the image even though set as {M}.

Just wondering if there is a reason that the per-device rootfs requires the behaviour of forcing wpad-mini.
