Does anything else need to be done after changing that file (on a target unit?) 
I've changed and rebooted, the contents of that line seem to make no difference whatsoever to the displayed order of the ports.

In any case I'm not a fan of setting up VLANs via the config file and via the GUI showing different port numbers.  That probably has more potential to confuse than anything else.
