Hostapd monitor probe requests. It analyzes WPS IE in probe requests. By 
doing this it can determine that two different STAs are doing PBC at the 
same time. But to make this work, driver and driver wrapper should 
support sending probe requests to hostapd. You may see how it is done in 
driver_madwifi.c (see madwifi_raw_receive() there).
