Can't boot hostapd with ath9k driver

I retried with below settings.

hostapd : "Thu, 11 Jun 2009 20:47:35 +0000" snapshot
kernel : linux-2.6.31-rc1.  .config is default.
compat wireless : not used
regulatory database : wireless-regdb-2009.04.17.tar.bz2
CRDA : crda-1.1.0
hardware :
WL300NC-G (AR9223/CB91 2x2 SB)
WL300NC (AR5416+AR5133/CB72, 2x3 DB)

But no beacon was sent with both cards.

"nl80211: Failed to set interface wlan1 into AP mode" still occurs.

"ath9k: received PCI FATAL interrupt" was not occured because of Jouni's patch.
