rt61pci and hostapd not starting

Do you get any more error messages with verbose debugging enabled (-dd
on command line)?

I have not used rt61pci, so I don't know what exactly to expect here,
but this does indeed sound like the driver failing to initialize for
some reason.

Are you sure the kernel knows how to find the files from that directory?
All the firmware images I have are in /lib/firmware..
