If you are referring to the ToS field in the IP header, then no, Host AP
does not have anything to do with it. That is higher layer networking
functionality; Host AP driver only handles the MAC layer processing and
it doesn't even care whether the frame itself is an IP packet or not.

That sounds odd.. The driver creates two interfaces which are, by
default, called wifi0 and wlan0. wifi0 is only used internally and all
higher layer (e.g., bridging or IP routing) network configuration should
be done using wlan0.
