running hostapd with wpa=0

hello!

when i try to run hostapd (0.4.3) with the madwifi driver (cvs) with nothing 
to do - this means it's configuration file contains "wpa=0" and not much more 
(see below) - the network interface (ath0) gets deconfigured (down) when 
hostapd starts and is never put up again. clients can't associate.

when wpa is configured, the interface is put up after wpa is configured and 
everything works as expected.

i tried to remove the initial madwifi_set_iface_flags(drv, 0); /* mark down 
during setup */ in madwifi_init() but this did not help.

wouldn't it be nice if it would be possible to have hostapd running even when 
it is configured not to do anything?
