Prim3 txpower auto problem?

Has anyone else seen tthis problem with the prism3 radios under hostAP 0.3.9:

iwconfig  wlan0 txpower auto

results in

iwconfig wlan0 txpower -43   (and no TX output from the board)

This using an SMC2532w-b / Xcomax XI-330HP radio.  Problem isn't there with earlier Prism 2.5 radios, you typically get an output of -10 to +10 under average conditions.
