HostAP not work after hostapd is turned off

You can only use IEEE 802.1X with hostapd. Host AP driver is not able to
handle 802.1X authentication alone, so killing hostapd in such a
configuration will leave the driver in non-working configuration. If you
want to continue operating without IEEE 802.1X, you will need to disable
IEEE 802.1X PAE with 'iwpriv wlan0 ieee_802_1x 0'. In addition, you
might need to remove WEP keys with 'iwconfig wlan0 key off', if you used
dynamic WEP keying.
