Hi,
I had this problem getting the manics vids from the radio 2 site a while 
back. The solution was to use  --url and change the url of the page that 
the video is embedded in from */programmes/* to */playlist/*
I.E.
http://www.bbc.co.uk/programmes/p00gyz7w
becomes
                                       
http://www.bbc.co.uk/playlist/p00gyz7w
so the command
get_iplayer --url=http://www.bbc.co.uk/playlist/p00gyz7w 
--flvstreamer=/usr/bin/rtmpdump

grabs the my chemical romance video.

As for doing it on windows hopefully someone else can give you the CMD 
equivalent//solution.
