[PATCH 03/16] i.MX: ocotp: Initialize OCOTP as early as possible

On Vybrid SoC OCOTP module contains speed grading information that is
needed to correctly adjust CPU clock to its maxumum rate, so we need to
have this information handy as early as possible.
