I can't approve the message but have received a notification and the
attached image.
And if I read it correctly ("Beamtendeutsch...") all missing is a
sticker on the device case which allows to identify the device without
opening the case, and the same applies for the powersupply. Apart from
that only a printed declaration of conformity is missing; while this can
simply be an added A5 it could be printed on the packaging in future.
All that doesn't seem like something which would be too hard to do, even
retroactively, or by potential importers/distributors.
Imho we should notify Bananapi/Sinovoip to simply print ce/fcc/ukca? on
the mac address sticker, and also add the device name as stated in the
declaration.
For already provisioned devices it can be an additional sticker.
The declaration of conformity can be printed on A4 and added to the
packaging, for both the device itself as well as the PSU.
Alltogether this should not add more than a few $ of cost (including
labor) to the final price of the device.
Does everyone agree with my interpretation?

I have an official letter from the Bundesnetzagentur, the authority responsible for these matters, stating that it does not comply. Until we can prove them wrong, this remains the official stance. I have actually spoken to three different officials (Beamte), and they all assured me that there is no room for misinterpretation.
