My 2 Cent there... That not how it works... especially on Amazon.
One of my friend actually sell products on Amazon and I can assure you that
an external vendor needs to comply with all regulations to sell the
product in the
specified Amazon market. (and is actually EXTRA checked cause any kind of
related problems would put bad reputation on Amazon in one way or another)

The fact that it's not "shipped by Amazon" just means that the vendor handles
shipping autonomously and doesn't want to pay the fee to store products in
Amazon Warehouse.
