Perhaps your two user accounts are (mis?)configured differently by the
VPN administrators to advertise different routes.

Add -vvv --dump-http-traffic to the OpenConnect command-line on both
systems, to show the routes sent by the server. Compare the
<access-routes> sent in the /ssl-vpn/getconfig.esp response.
