See Android.mk. That builds the openconnect binary.

For the authentication UI see

Jason did some work on integrating it into Cyanogenmod, actually fixing
the core VPN frameworks to support it. But since ICS it makes more sense
to bundle it as a package and use the non-root VPN framework instead.
