[PATCH 25/25] MAINTAINERS: add RISC-V Metanoia SoC support

Add a maintainer entry for the Metanoia MT2824 SoC, covering the
SoC-specific DT bindings, the SoC and the evaluation board device trees,
and the phy driver.
