In installed the latest Debian vanilla kernel 2.6.21-1-686, and ran 
/lib/udev/pcmcia-socket-startup. I had the same results. I can try
2.6.21.5, if you think that will make a difference. Do you think this is
caused by a problem with Debian kernels?
