$ wget ftp://ftp.uk.debian.org/debian/pool/main/a/alsa-utils/alsa-utils_1.0.21-1_armel.deb
$ mkdir utils; cd utils
$ ar x ../alsa-utils_1.0.21-1_armel.deb

data.tar.gz would be the requested tarball.
