P2P : How is NOA attribute communicated to an nl80211 based driver?

What kind of use case do you have in mind for this? set_noa() is meant
only for testing purposes and nl80211 does not currently provide a
command for implementing this. There are some pending proposals in this
area, so something may get added eventually, though.
