We are talking about ESSID case where we have several APs. We are
connecting to the "best"
AP but it can be not really the best one. So to switch we can
blacklist it and reconnect to another one.
In wpa_supplicant_pick_network() we try to select another AP from same
ESSID, and
if there is no any we will clean blacklist.
