What would this be used for? Please note that wpa_supplicant will
automatically clear the blacklist if no matching networks are found and
as such, this may result in unexpected behavior if you assume that
blacklisting a BSS would mean that that BSS would not be selected in the
next scan. It may very well get picked anyway..
