i have the exact same problems with rt61pci (rt2x00) on i386 arch (32bit
PAE) and another user of rt61pci hit that problem also [1]. I've tested
2.6.31.x and 2.6.32-rc4 kernels with no positive result. On kernels <
2.6.31 it works like a charm. I couldn't bisect it because i'm not that
familiar with git as of now.

It looks pretty much like a regression in the 2.6.31 development time
frame in mac80211 or cfg80211 on kernel side IMO if more than one driver
is actually affected by this misbehaviour.

If there is anything i can help with debugging on this problem, please
guide me.
