No, it's not obsoleted, but apparently the devicescape support in
hostapd fell behind the rapid changes on the kernel side.

I'll give it another try today, and I'll post a patch if I make one.  If
you don't hear from me, it means that it would take a bigger effort than
I can give it right now.

That's a necessary condition.

Not really huge.  ipw2200 has a very experimental driver with AP
support, so it could be made compatible with hostapd.  In case of
ipw2100, we don't have even that (as far as I know).
