REQ identity packet, delay

I have a testbed using hostap suite of applications, composed of an
Authentication Server, two Access Point (alpha and gamma) and a client. 

During full EAP-TLS authentication I notice that EAP Request Identity
packet is sent with a delay from previous packets that varies between 0.11
and 1 second, whether EAPOL-Start is sent or not from the SA. 

I'm not in the lab now, so I can't tell what version of hostapd I have
installed, but I'd like to know if there is a reason for this behaviuor.

In next weeks I'll be able to do some more testing of handoff
performances, and I accept suggestions on procedures to follow.
