Host AP driver relies on station firmware to take care of TX rate
control for adhoc mode. The rate control algorithm in the driver is only
used if there is a station entry (e.g., procfs file with MAC address in
/proc/net/hostap/wlan0) for the destination address and these are
normally used only in Master mode and with WDS links.
