Yes, it's a matter of choosing your quality/compression accordingly.
The smaller you want it then the more the quality needs to be reduced.
Start with the size it's producing and then drop the quality one
notch, repeat until you end up with the size you want. Make a note of
that quality. You're probably best looking to the ffmpeg
lists/documentation for how to do that, or switch to the likes of
Handbrake which has a very simple GUI.
