That is not a valid limit. It is simply giving the definition of SRD.

The document also says:

What I need is the requirements of the equipment certification or type
approval.

APT/AWG/REP-07 is a survey of the regulations of various Asia-Pacific
regions. It is by no means a rule or a recommendation.
