pull request #1: Add hal.h from the prima driver

Hi,

I have finally finished hal.h cleanup and it's ready for second review:

There's still use of bitfields and few ifdefs to solve, but I would like
to handle those later. It's important to get this in soon so that we can
base more work on top of this.

The remaining ifdefs are:

WLAN_FEATURE_VOWIFI_11R
FEATURE_OEM_DATA_SUPPORT
ANI_LITTLE_BIT_ENDIAN
FEATURE_ON_CHIP_REORDERING
BUILD_QWPTTSTATIC

Most likely we need to handle these fw api changes dynamically (except
endian support, of course).
