I don't think so: I'm running two servers with a 2.16.16 kernel (gentoo) and a SpeedTouch modem w/o OAM being supported by the kernel. I'm using CLIP with a Telecom line and PPPoA with a Tiscali one.

For what I know, OAM is at most used to inspect the ATM CPE status and is not a CPE requirement.
