You are right.

The "master" repository for pcsc-lite is
https://salsa.debian.org/rousseau/PCSC.git as documented on
https://pcsclite.apdu.fr/
The repository on github is a synchronized copy.

You can use salsa or github for Pull Request as you prefer.
