Thanks for testing and reporting back.
I have fixed a bunch of config migration issues which would lead to
ubus not starting up (and system hanging in preinit).
This should have been fixed by

Can you try if that resolves the issue?
If you didn't preserve configuration during sysupgrade it will probably
not resolve it and have to look for other causes...
