Hi,
I did check again, at which commit the issue starts
Last working version:
commit: d355b578b7cc95c5b07fcecb217dbac4c05bd49c
target: include selinux-variants if CONFIG_SELINUX is set
First not working version:
commit: 2dffadece9a7243a236ce7d91719787a671e23d4
ubus: prepare to run ubusd as non-root user
All further versions have the same issue:

It occurs on two tp-link router, one is a Archer C7, the other one is a wdr3600 with flash extended to 16MB. Both are ath79 based.
It may exist another issue. It looks like that it isn't possible to add the user/group ubus with an update image.
