You were right! This suggestions solved the issue with ocserv compilation!

./configure  PKG_CONFIG_PATH=/usr/local/lib/pkgconfig/:/usr/local/lib64/pkgconfig/

I tried something similar (PKG_CONFIG_PATH) but only with single location….
