[RFC v1 1/6] riscv: dts: microchip: convert isa detection to new properties

Convert the PolarFire SoC devicetrees to use the new properties
"riscv,isa-base" & "riscv,isa-extensions".
For compatibility with other projects, "riscv,isa" remains.
