well, could be. it could actually prevent interrupt storms during power-up.
the power-down case is unchanged. may be you could try it?
looking at your problem: there's no interrupt storm as far as i can see...
could you give me a full dmesg, lspci -vvv and a dump of /proc/interrupts?
