Maybe your board setup is wrong, i.e. pin defintions for power switching
or reset etc.

Since this is more AT91RM9200 related then pcmcia you should

a) use the latest kernel version plus patches from
http://maxim.org.za/AT91RM9200/2.6/
b) ask on the arm-linux mailing list cause there are people using pcmcia
on AT91RM9200
