Some, possibly all, ToPIC bridges do not respect the CardBus power
control register settings when a 16-bit card is present; you must use
the ExCA power control register for 16-bit cards.  The Yenta driver
uses the CardBus power control register for all cards, 16-bit and
32-bit.
