mtdchar device nodes via udev

>From Paolo Galtieri, a patch to convert the soon-to-be-history DEVFS
dynamic device nodes for mtdchar to the udev method (mtdblock is already
handled by the disk subsystem).  Any comments?  Thanks -- Todd
