[PATCH v1 7/7] drm/ci: disable rebase when pulling *-external-fixes

[Vignesh Raman]

CI jobs were rebasing the branch-under-test onto *-external-fixes,
causing conflicts.

Remove the global pull.rebase setting and disable rebase when pulling
*-external-fixes so they are merged instead.
