[PATCH 8/9] arm64: cmpxchg: implement cmpxchg_relaxed

[Will Deacon]

cmpxchg_relaxed offers an SMP-safe, barrier-less cmpxchg implementation
so we can define it in the same way that we implement cmpxchg_local on
arm64.
