Drop the #ifdef in fdt.c and use static inlines in the header file. One
that does the of_scan_flat_dt() call, and one empty stub for the
!CONFIG_OF_RANDOMNESS case.
I would also bypass the of_scan_flat_dt call entirely if the
__early_random_funcs list is empty.
