Merge together the unicore32, arm, and x86 reboot= command line
parameter handling.

 - Add missing break statements.

 - Change parsing so #ifdef's are no longer needed.

 - Switch to using simple_strtoul to make parsing cleaner.

 - Add handling of REBOOT_HARD/SOFT
