[PATCH] cpufreq: OMAP: remove redundant loops_per_jiffy code

With ARM smp common code updating loops_per_jiffy in a cpufreq
transiton notifier call, the loops_per_jiffy code in omap-cpufreq
driver becomes redundant.  Remove it.
