[PATCH 4/6] arm: omap3: add manual control for mpu_iva voltdm usecounting

[Tero Kristo]

mpu_iva voltdm usecount is now decreased during idle. This will
allow the voltagedomain to reflect actual usage, and will allow
proper usage of vc callbacks.
