[PATCH v2 3/3] ARM: EXYNOS4: Add EPLL clock operations

S5PV210 and EXYNOS4 uses similar PLL(PLL46XX) for EPLL.
So, The EPLL set rate function is duplicated.
Note: Moved common code to plat-s5p, as commented by Kukjin Kim.
