[PATCH] OMAP: PM debug: fix wake-on-timer debugfs dependency

Wakeup-on-timer code does not have/need debugfs dependency. Move
the function out of debugfs ifdef.
Fixes compile error when CONFIG_DEBUG_FS is disabled but PM debug is
enabled.
