[PATCH] net: stmmac: don't set tx delay in RGMII_ID and RGMII_TXID mode

As documented in Documentation/devicetree/bindings/net/ethernet.txt,
in RGMII_ID and RGMII_TXID mode the MAC should not add a tx delay.
