There is a easy out of the Cygwin/MinGW GCC issue. Travis has
done a dynamic loader (similar to libusb-win32's dynamic
loader).

As for dependency, there is a good way out as well for Windows,
use static linking and WDK for the official Windows libusbx
binary (libusb-1.0.dll) build.
